Preheat oven to 375 degrees.
In a large bowl, whisk together flour, sugar, baking powder, and salt.
Cut in the butter and mix with your hands until the mixture is like small peas/crumbs.
In a small bowl, combine the egg, whipping cream and vanilla extract. Mix well and add to the dry ingredients.
Combine the wet and dry ingredients together well. Incorporate chocolate chips into the mixture.
Place the dough on a floured surface and lightly knead the dough to bring it together. You will also need flour on your hands.
Roll out the dough to approximately 1 - 2 inches thick. Cut into desired shapes.
Bake scones on a baking sheet for 15 - 18 minutes.
